Despite its size and location, Metromercados is probably the best store for a vegan to buy.

Metromercados - Heredia - Edit
I was expecting a much larger store, but in spite of it's small size, this market makes a big impression. They stock a wide variety of necessary items including flours, teas, and a variety of frozen foods. The owners aim to please. It's the best place I've found in Costa Rica for vegan/vegetarian supplies.
